Video Development Support for commercial client, Time and Material contract for $338,619 over one-year. Work involved creation of a video asset database of over 20K video clips; development of a fifteen-second commercial with national placement; creation of nine-hours of explainer video content; development of line budgets for five video projects; production of ten audio projects each roughly fifteen hours in length; and development of five video scripts, each roughly 90 pages.
Program Evaluation and Risk Management, California Public Utilities Commission, Firm Fixed Price, $1,418,547 ($1,004,148, $248,499, and $165,900). Reviewed strategies and assessed effectiveness of outreach to target communities using Community Based Organizations throughout California. Analyzed effectiveness by language for English as a Second Language communities. Analyzed community and cultural risk spend efficiency for the California Investor Owned Utilities (SDG&E, SCE, PG&E) for various capital initiatives.
Feasibility Analysis, California State Treasurer’s Office, Firm Fixed Price, $497,950. Level 4 conducted a feasibility study to determine whether creation of a state-backed financial institution to serve the cannabis industry is advisable. The study considered costs, benefits, risks, and regulatory issues, including capitalization, deposit insurance, and access to interbank funds transfer systems. As part of our work Level 4 conducted 36 interviews with stakeholders; reviewed 330 documents; conducted market research, prepared both a detailed technical report and a high-level report summary for the general public; and participated in public hearings before a senate sub-committee.
